The goal is to test the validity of NPE in migration and asylum policy, paying special attention to the relationship between rhetoric and practice. Delving into the EU's role at the international level, the concept of Normative Power Europe (NPE) corresponds to the norm entrepreneur concept and proactively promotes and furthers the development identity as a normative power has begun to erode (Manner, 2006; Sjursen, 2006).
